I would definitely say skill has the most money making ability. Not only do you have to calculate odds for both money and cards correctly but you have to be able to read body language and give off proper body language to be great at poker. I've been dealing and playing for over five years and see very few people can cover all those bases. But the truth is I see some do everything right and still get a very unlucky.
